123. Enable Fast Shutdown

To enable fast shutdown open the registry editor. (StartRunRegedit) and go to the key:
HKEY_LOCAL_MACHINE\ System\CurrentControlSet\Control\Shutdown. Create a string
key called FastReboot and give it a value of 1.
